Oh wait nevermind, this was against a white criminal and therefore it doesn't fit the narrative of "racist" police forces targetting blacks. Targeting criminals (or even suspected criminals, to use the legal fiction) isn't one of the "systemic changes" that they insist that "we have a conversation about".
