Replacing the Invisible Hand with a Visible Asshole

I've got a crazy dumb question.

Why are we (as a society)...
1. spending money to bring in people from third world shitholes to work in agribusiness
2. spend another fortune to house them
3. apparently now also spend even more to hire lawyers to fight the regulations
4. then finally spend yet-more money paying lazy future Liberal voters to sit around?

Can't we tell the people who spend (1) and (2) and (3) to just wait for (4) to give them a call, since all of them will starve to death unless they learn to work together?
