Mexicans voting overseas in their recent close and/or disputed presidential election were extremely limited. (This is the first election where Mexicans not currently in the country could vote).
The overseas Mexican had to register by February. They could only vote for President, and couldn't elect governors even from their home provinces. The votes had to be received by July 1st. Mexicans residing (illegally?) in America could vote for all candidates at the same time as everybody else.
On the bright side, the overseas voters get swag.
